I'm sorry but i think it is a terrible idea.  One of the greatest things 
about m0n0wall is that it all runs from a single config file.
It makes backup and restores a breeze.  Destroy that and you destroy one 
of the most fundamentally useful features of m0n0wall.
If you split it up into different files you might as well not bother 
with the xml files and go back to using the individual applications 
config files.

Please don't even think of going down this route.
