generic-pc upgrading from 1.21 to 1.3a3 doesn't work?

Using the generic-pc with compact flash.

I have tried several times to upgrade the 1.21 to 1.3a3 but every time 
it reboots afterwards it still shows 1.21 with a build date of jan 1st. 
     I noticed someone on the regular list had the same problem.

I have not had any problems upgrading from 1.2 to 1.21.
