Yes. The servers that aren't showing up here are doing something
differently from the ones that are.

I haven't tried this, but it should work. go to exec.php and run sysctl
net.link.ether.inet.log_arp_movements=0
If that works and you want it to be persistent, you'll have to put that
command in a <shellcmd> tag in your config (see FAQ - hidden config.xml
options).
