Enable / disable traffic shaper using HTTP requests

I want to know if it is possible to simulate the following users's actions:
*  -authenticating with the webgui     (this is possible for sure)
   -checking the "Enable traffic shaper" chekbox
   -hiting the "Save" button
                          or
*
   -authenticating with the webgui     (this is possible for sure)
    -unchecking the "Enable traffic shaper" chekbox
    -hiting the "Save" button

I want to do this thing from a Win32 application  ussing HTTP requests. I will setup a timer to
trigger automatically those changes (one option at a time , of course :) ). Something like this:
