A few things:
1) m0n0wall is not based on Linux, but rather FreeBSD.
2) A better place to start in terms of Voice PBX on Linux distribution, you
might consider joining in and helping with the Linux Asterisk project known
as Trixbox (http://www.trixbox.org/) You would need to add the routing
functionality entirely and build a custom distro - I doubt they would want
router functionality built-in.

I'm a medium-sized Entrepreneur from Germany.
There're two companys I can call mine.
One is a Tradingconsortium and one is an IT-Servicecompany.
In my free time I love to play with Linux and it's diffrent kinds of =20
using it as a Server.
So I'm dreaming of designing an Router (including a voice PBX ?!?!) =20
for a long time.
It isn't about money, and there is enough I think to realize this dream...
