I agree whole heartedly that one should never configure it in a way that is invalid, but due to the
magnitude of user suffering that results when a DHCP server goes down, it would be really really
helpful to have a little extra checking on the DHCP server control panel.

This bit me really bad a few weeks ago. I agree it was my fault for misconfiguring the interface. 
If there is anything that can be done to prevent the m0n0wall from accepting a bad config here, it
would be much appreciated.

Why would you change the interface IP and then leave the DHCP issuing 
addresses for some other subnet?  Perhaps if you updated that too, then 
say restarted the system?
