There aren't any build instructions for 1.3x , the dev handbook covers most
of the ground you need to make a 1.3x build, but not all of it.

in the freebsd8 branch in build/newbuild are some scripts to make a build,
these might help you figure out what you need to do , but are a work in
progress.

Depending on what you are trying to achieve, you could consider modifying an
existing image instead of build a whole new one.  there are threads on this
on the forums....
