Yes it is, and yes that's correct.
A built in proxy server is beyond the scope of this project. See
"goals behind the m0n0wall project" in the FAQ -

That would best be done with a separate server running Squid and
dansguardian or something of that nature. These types of things are
too resource-intensive for embedded systems.
