actually, you wouldn't have to compile m0n0wall at all, since it is
essentially just PHP scripts around a very minimal BSD-install (of
course, that combined makes it much more :)).

Anyway, there is an excellent chapter (chapter 9) on how to develop
m0n0wall in the m0n0wall documentation, which can be found at
http://m0n0.ch/wall/docbook/.
