A solution for this, would be to set up GRE tunnels over the IPsec links 
and do routing over that. However, m0n0wall doesn't support a setup like 
this for as far as I know.

You might want to look at the FreeBSD distro itself (or m0n0bsd) for 
this solution. You won't get the ease of use m0n0wall has though :).
