That's OK - ipfw is only used for the traffic shaper, and as such the
module is only loaded when the traffic shaper is enabled. Packet filering
and NAT is done with ipfilter/ipnat.
You shouldn't have to set up NAT - it's on by default in m0n0wall (and
can't even be turned off, for that matter).
