MRTG + a script would do the job, rather than running SNMP if you
don't have to. But SNMP support might be nice (allow users to
integrate m0n0wall with their existing NMS). However it would be
probably be a bit of a pain to get MRTG to graph it per-IP.

Ipac or ipac-ng would be another option. Search freshmeat - there are
*heaps* of apps to do this sort of thing.
