Is the diskette "DOS" formatted? (i.e. FAT) Is the diskette write
protected? Is the floppy drive in the m0n0wall working properly (try a
dos/win9x boot disk)? Are you trying to edit the config.xml directly?
Could formatting (extra line feeds, etc.) cause problems?

You should be able to copy the config.xml you get from Diagnostics ->
Backup/Restore to a the /conf directory "DOS" formatted diskette. This
would be done on a workstation.

The first thing which comes to mind is; just make/save two floppies
with
monowall.
