It's just a FAT formatted floppy.  If you can't read/write it in
Windows, you have hardware or Windows issues.  You can use any disk
copying software, including the capability built into Windows, to make
a copy of it.  Or just download your config.xml via the webGUI, format
a FAT floppy disk, create a conf directory on it, and copy the
config.xml file into that dir.
