After substantial googling efforts, I have not been able to find out 
what underlies this statement

Yet, I have found that since moving to m0n0wall, I can't get fink to 
rsync.  I am using the default pass LAN -> any rule.  Is there 
something special about rsync that requires particular rules.  If so 
what?
