That's not correct. Any browser first downloads the .html files and then 
downloads the pictures etc. which
are linked inside the page. So when parsing the html document the 
Browser/Extension/Plugin/AdBlocker
may decide, which pictures to download and which not. So the pictures 
and so on won't be downloaded at all.
