I tried to do per user pipe and per user weight is it correct

i want :

user a : 128kbit office user
user b :128kbit office user
user c : 128kbit home user
user d :128kbit home user 
user e:  64kbit home user

My line is 256kbits ; if the line is full i want users share bandwidth for their weight but using
128kbit limit.
