Hi, im doing (testing - experimenting with mono) similar thing now.
I have 2 PC and m0n0. Easiest way how to do it is:
(my case, speed change up to You...)
1, create a pipe 1 and set bandwith 32kbit (delay is empty, mask nono...
desc. up to You)
2, create a rule: Pipe 1, Interface LAN, Protocol ANY, Source ANY, Port ANY,
Destination: Single host - IP which You want regulate, Dest. ANY, Direction
ANY.

Now You can try download some file from that IP, You will see the speed at
the Traffic Graph.

Then we can add next IP:
1, create a pipe 2 and set bandwith 64kbit (delay is empty, mask nono...
desc. up to You)
2, create a rule: Pipe 1, Interface LAN, Protocol ANY, Source ANY, Port ANY,
Destination: Single host - IP which You want regulate, Dest. ANY, Direction
ANY.

Now You can try download some file from that IP, You will see the speed at
the Traffic Graph.

If You have two PC, try downloading some files from PC 1 and check the
TrafficGraf, You will see the speed 32kbit, Then start downloading on the
second PC and check the traffic. You will see the speed 32+64 = 96kbit...

It was simple example, but its working.

If You need diferent speed for upload and download you shoud set more
pipes.. for download and then for upload.

Very good is Magic Shaper Wizard, try this...You can lern from it...
