Sure it can.  Even the less corporate-friendly GPL license allows for
this.  You aren't selling a license to the software though, you're
charging a "distribution fee".  In the case of the BSD license
(including m0n0wall), you actually could license it under your own
terms and sell licenses.  IANAL and all that, but you can pretty much
do whatever you want with open source, especially when it's BSD
