One caveat..if you only want to make people look at your splash page, and otherwise allow clear
access, you don't need the RADIUS server. We just use it to display T&C/EULA info.

At this point, yes, you must have RADIUS. Dinesh (captive portal's
author) has said a small local user database will be implemented in an
upcoming beta version.
