I know there are hardware routers out there that can do this sort of thing,
but I am looking for a software wall (much cheaper and that I have a spare
computer).

Not sure how to do this in m0n0 but Xincom has a few boxes that will do 
this.  Basically a broadband router with two WAN Ports, can do load sharing,

auto fail-over, etc...
