That sounds like a DNS lookup timeout. See if the m0n0wall is logging blocked DNS packets. After the initial slow login, everything runs great. When I put my Linksys routers back in everything is fast, but with m0n0wall login slows to a crawl. Anybody got any ideas as to why SSH acts like that when using m0n0wall?
