Net4501 Not Booting to m0n0wall....

Hello List.
    I have a Net4501 that will not boot from any CF disk exept the one from
an existing in production Net4501. The working card is a SanDisk CDCFB64. I
have an Identical CF card that will not boot on any system. I have tried
flashing with Physdiskwrite and using dd, all to no avail. What could be
going on?
