Subject:  Spurious <br>s in the web GUI

There seem to be spurious <br>s in much of the Web GUI.

For example, on the Firewall rules page, there's this code:

on a first-match basis (i.e. the action of the first rule to match
     a packet will be<br>
executed). This means that if you use block rules, you'll have to

which means the HTML output has broken lines in odd places.

Before I go and clean these up, is there any particular reason for them?
