i don't know if this is maybe a feebsd 5.3 bug but just like b5 m0n0wall b6
cannot access the .vfd floppy image to read/write the xml config. b3 works fine.
this bug was already reported for b5 (though in conjunction with virtual pc but
the same holds true with virtual server) but unfortunately still exists in b6.
