OK, I'll buy that explanation for the rejected packets; thanks for pointing 
it out.

I still don't understand why the Health indicators for most of my seeds are 
blue instead of green.  That seems to have come with m0n0wall.  I guess you 
don't see a problem with my NAT setup.  Here's my WAN rules:
