It may not be that simple: It could be that they have a prospective 
customer who is interested, but requires the certification for business 
or legal reasons (A gov't agency, for instance)

If they're only able to make $25K from the deal, but it costs $25K to 
get m0n0wall certified in the process, that's better then making $0 by 
having the client go elsewhere and m0n0wall not being certified.

It's just a guess, but it's a definite real life "big business" possibility.
