The standard version of msntp can't handle numeric IPs at all.  It also
does poorly with multiple servers, even though it attempts to support
that.

And if you care about accuracy, you're better off doing a little research
to find a suitable nearby server than using pool.ntp.org.  On some
occasions, "pool" gives me a server which is not only halfway around the
planet (based on the RTT) but also has poor dispersion as well.  E.g.:
