It appears from this screenshot that your very first rule is directing
all UDP traffic through your VoIP queue.  If you have other UDP
traffic on the WAN then that's your problem.  Only a packet sniffer
could tell you for sure.  Actually, you might want to get into the
test console and do "ipfw show" to see which rules are accumulating
traffic.
