Couldn't one put the ATA in front of Monowall?  From what I read on 
vonage's site, the ATA does the shaping itself...

I haven't tried it since my ATA is kind of broken and can only work with 
a static IP address (so I have to put it behind my firewall, since I'm 
on a dynamic DSL.)
