That's what you get when you run with less than the minimum
requirements.  This is well documented.

I have heard of people successfully upgrading with 48 MB after killing
off a few processes in exec.php.  That was with 4.x based images
though, which used a lot less RAM, so you might not have any luck even
at that.  I'd try it at least.
