First i would like to say m0n0wall is an excellent router/firewall ! 

I wish filter some MAC on Lan.
In freebsd,we can use arp
 
 vi rc.local
/usr/sbin/arp -f /etc/arp.list 

arp.list is a list
192.168.0.1 00:80:a8:b9:99:43

apply it
/usr/sbin/arp -f /etc/arp.list
 
how add the rule in m0n0wall?thanks
