Anyone interested in a variable bandwidth traffic shaper that can be
configured to adjust the size of a DUMMYNET pipe, depending on traffic
volume flowing through the pipe? 

Configurable options would include:

minbw - the minimum bandwidth be set on the pipe. 
maxbw - the maximum bandwidth set on the pipe.  
burst - the maximum number of bandwidth available before the pipe is
reduced to minbw.

I think this would be a great feature to add, but just my opinion.
