DummyNet doesn't support this. HFSC in AltQ does, but we'll need a newer FreeBSD to do that in m0n0wall - that won't happen for some time until network performance is optimized on slower hardware. I believe that PFSense supports ALTQ and therefore HFSC, but that's for another list.
