most likely, yes.  If he's seeing drops in his firewall logs now, then
no (because then the packets are getting to m0n0wall), but if he's
seeing nothing in the logs then the packets aren't getting to him most
likely because of missing proxy ARP.

But proxy ARP isn't going to hurt anything, whether or not he really
requires it.
