m0n0wall's traffic shaping is based on dummynet's weighted fair queueing.
It is not possible to grant priority to traffic using this mechanism.

You'll get acceptable results if your pipes are appropriately sized,
and your queues for different classes of traffic are also sized
appropriately.  The weights only come into play when the queues
are full, meaning that there is contention for bandwidth.
