Problem / BUG with Traffic shape?

When enable the Traffic shape things stop function 100%, You cant send mail
out with a Exchange server, its stops after the <send cr lf . lf cr> message
off the receiving smtp server, you cant connect to a server inside with
remte desktop thru port 3389. But as soon as the traffic shaper is disabled
everything works fine. I have tried this on 2 different PCs.
