I tried with the standard settings (Wizard), with an without set P2P to
lowest, with and without share avenly on LAN, i also tried with making 2
pipes and 2 ques and use any on the 2 rules (1 for upload and 1 for
download). I also tried the same thing on a different PC with same result. 

This is the default rule with no P2P limit.

can you post your shaper settings? the rules, and the pipes/queues setup...
