Yes, simple is good, but it wont work on simple. Even with only 1 que up and
1 que down things stops working. Its fine on normal web browsing and normal
mail, but as soon as i enter https sites to login somewhere or sending from
a internal smtp server, or trying to reach a internal terminaslerver for the
outside, nothing off this work if any traffic shape configuration is
enabled. Even if i enable the traffic shape without any configuration this
things stops function.

my suggestion: keep it simple.

keep 2 queues up , 2 queues down

up: 1 queue for voip , the other for everything else
down: 1 queue for voip , the other for everything else give SIP queues
weight 90, other traffic 40 SiP usually uses ports 5060- 5061 , tcp/udp so
use this to identify the sip traffic and put the sip traffic into the voip
queues

do not use the masks.

hw much bandwidth do you have?
