In many cases fax over VOIP simply isn't possible. I use m0n0wall and also a Asterisk server to provide voip based phones for y home and office. Fax over voip is only really reliable with T.38 protocol implemented. Most ATAs don't implement this, or provide poor implementations. You certainly won't have any success using a highly compressed codec. Only using G.711 will you even have a chance. If your m0n0wall installation is successfully working with the voip installation from a voice perspective then m0n0 is working correctly. What you're seeing is probably not a m0n0wall issue at all. Fax is in part the achilles heel of voip.
