Now I've reduced my ts queues to only a minimum of two queues for upload.
The first queue got a weight of 90 the second 10.
The I created two rules for upload, the first one is for ACKs and is 
linked to
the 90-queue, the second is for all other upload and linked to the 10-queue.

But the results are the same, the a concurrent download increases 
dramatically
if I start an upload.

It seems as if traffic shaping isn't working!?!
