I've been doing this with shorewall for awhile. It does it without VLANs and
call the setup "Aliased Interfaces".

This is called IP aliasing and isn't supported by m0n0wall. With a
manageable switch you would be able to use VLAN's instead of IP aliasin for
this scenario.
