So to get this right you have Internet<----Main Router (10.0.0.25)<------(10.0.0.1)M0n0wall (10.0.0.35)<----Workstaion(10.0.0.1)? Like Chris said you will not need PPPOE on the second router as it gets it ip/dns/gateway from the first router.
