Haven't actually tried this myself, but it should work.

Create a new traffic shaper rule http://mono.ip/firewall_shaper_edit.php

under the "TCP flags" section select "ACK" to be  "set"

direction to be "OUT"

Target should be a high priority queue (in this case the voip queue or
the HP PC queue)
