I'm not 100% sure if you answered your own question or not, but in
case not, hostap is only available with the Prism chips.  From the wi
man page:

"Create a host-based access point (Prism only)"

Since this isn't a Prism, it can't do hostap.  The hardware itself
isn't capable.
