Did you disable NAT?  http://doc.m0n0.ch/handbook/faq-no-nat.html

if NAT is disabled and you have the appropriate firewall rules (and
routes on the router(s) on m0n0wall's WAN side pointing the network
behind m0n0wall to m0n0wall's WAN IP), everything should just work.
