Yes, I agree.  You are correct.

I had a similar problem once, turns out that the wireless nic in my server
had associated with a wireless AP inside the house, and had a circle in the
ethernet that way.  Bloody confusing !

Well, in his case he says that it's multiple IPs and multiple interfaces... 

So, he I'd guess that he's using a switch (or hub) with sis0 and sis2 both
connected to it...  (Or multiple switches that are somehow interconnected)

Sorry Paul - you're close but incorrect.

There's a machine on port sis2 that has an IP of 192.168.1.200, but m0n0wall
knows this IP should be out port sis0.

I've seen similar messages that tell you exactly whats wrong, but sometimes
you've got to read them a couple times to understand.  (I thought paul was
right to begin with)

That would lead me to believe that you have two interfaces that are
connected to each other...

I'm getting this log entry all over my logs in my m0n0wall:

/kernel: arp: 192.168.1.200 is on sis0 but got reply from 00:11:43:d3:5c:2a
on sis2

I have no idea what it means and it's all over the place...there are
different IP's, different macs, and different interfaces listed...but it's
all over the place. Any clues?
