I cant think of a way you can restrict the max bandwidth for 'A'. you
can setup 2 queues for 'A' that will have lower priority - make it
really low like 5 as opposed to 90 for the others.

if you give us an idea of the existing setup maybe we can hack a
solution but its not likely to be pretty
