There is a perl script that is part of the distribution of mrtg. On my
FreeBSD system it is /usr/local/bin/mrtg.

It gets started and stopped by this shell script in /usr/local/etc/rc.d.
#!/bin/sh
#
# $Id: mrtg.sh,v 1.1 2003/08/16 23:19:24 toor Exp $

case "$1" in
start)
     if [ -r /usr/local/etc/mrtg/mrtg.cfg ]; then
         /usr/local/bin/mrtg \
             --pid-file /var/run/mrtg.pid \
             --logging /var/log/mrtg /usr/local/etc/mrtg/mrtg.cfg
     fi
     ;;
stop)
     if [ -r /var/run/mrtg.pid ]; then
         kill `cat /var/run/mrtg.pid`
     fi
     ;;
restart)
     ./$0 stop ; ./$0 start
     ;;
esac
