Why not static routes? To test it, go to exec.php and try "route add -net 
69.46.0.0/19 127.0.0.1 and just black hole route the entire thing.  Any 
reason why this will not work in m0n0, as it works in most systems I have 
used.  And I am not sure of the best way to make this persistent.
